Why is windows internet explorer suddenly forbidden to me?

I have been using it on this computer since I went with ATT DSL in October 2010 up to and including today until afternoon. When I tried to access it this afternoon....it says 403 forbidden. What in God's name happened??????????And what do I do? My bill is paid....is always paid on time!!!
