I have a virus that doesn't let me open or run programes?

I cannot download or run and programs besides internet explorer and the windows computer and controll pannel. its says "Application blank can not be activated. Reason: suspected in virus activity and moved to quarantine. Please activate your antivirus software to clean application." The thing is i keep trying to download them and they dont let me install it. Anyone no what to do.
