Cant download anything on desktop pc running with xp and internet explorer (latest version)?

my computer will attempt to download everything but after i reach 99% my computer simply stops downloading. ive been trying to download microsoft security essentials and google chrome, neither of which will work. ive tried both running and saving their installation
